Jess H. Brewer is a retired (but still active) physicist born in the USA but living in Canada (with dual citizenship) since 1973. He helped develop the research technique of muon spin rotation/relaxation/resonance (muSR) -- see https://musr.ca -- and has published over 400 papers in refereed scientific journals. For the last several decades he has been studying ways to improve the process of peer review by relying less upon the judgement of journal editors and more upon an open and democratic (but still objective) algorithm.
